A new report, leaked by a “whistle-blower,” says former national security adviser Michael Flynn promised sanctions against Russia would be “ripped up” early in President Donald J. Trump’s presidency.

Made public on Wednesday, the report claims Flynn made the statement to a former business associate within minutes of Trump’s inauguration in January.

As reported by The New York Times, the leaker indicates Flynn informed a former associate in a text message, just 11 minutes after Trump was sworn in as President, and while he was yet delivering his inaugural address, that a plan to work with Russia building nuclear reactors in the Middle East was “good to go.” Allegedly, Flynn was working to ensure sanctions against Russia would be “ripped up” as one of Trump’s first orders of business.

Representative Elijah Cummings (D-Md.) has met with the whistle-blower and says he finds the person to be “credible.” He sent the information to Rep. Trey Gowdy (R-S.C.), chairman of the House Oversight Committee, in a letter detailing the whistle-blower’s account (see below.)

According to the letter, the whistle-blower contacted Cummings’ office in June, but only recently gave the congressman permission to share the account.

The letter indicates that the individual met with Alex Copson–who was working with Flynn to promote the nuclear reactor project–on Inauguration Day. Copson told the whistle-blower Flynn would have the sanctions “ripped up” to allow money to go towards the project.

“Mike has been putting everything in place for us. I am going to celebrate today,” Copson said, according to the whistle-blower’s account. “This is going to make a lot of very wealthy people.”

Cummings asked Gowdy to issue subpoenas to Flynn, Flynn’s son, Copson, White House Chief of Staff John Kelly and others.

The Russia sanctions bill was signed into law at the start of August, following the passing of the bill by a veto-proof majority in Congress.

The following photo being circulated reportedly shows Flynn looking at his phone during the inauguration.
