A Texas career criminal who was recently released from jail despite being arrested nearly 70 times is accused of fatally stabbing an 80-year-old woman out shopping Saturday, police said.
The suspect, 38-year-old Randy Roszell Lewis, was shot and killed by a responding officer who was flagged down by witnesses at the scene. Police said the man was armed with a 6-inch blade.
The article goes on to state the following:
The incident sparked outrage from the Houston Police Officers’ Union, which blamed the “total failure” of criminal justice reform for his release weeks earlier — without paying bail.
Rosalie Cook, an 80-year-old grandmother to six grandchildren and three great-grandchildren, was just returning to her car after shopping at a Houston Walgreens store on Saturday when Lewis attacked and stabbed her in the chest, killing her.
The report states that police were already in the area, responding to a call of a man with a knife who was demanding money from shoppers at a nearby grocery store.
Lewis had a mile-long criminal record, had been arrested 67 times and has faced dozens of charges throughout his life, the report stated.
The Houston Police Officers’ Union tweeted on Monday, “The monster who stabbed, murdered, robbed an innocent 80 yr old grandmother over the weekend, has been arrested 67 times! And was out on 2 felony PR bonds! The colossal failure of bail and CJ reform in Houston is on full display here. Innocent people are dying. This has to STOP!!”
Randy Lewis should never have been free. Now an innocent woman has been murdered. Everyone deserves better. This is absolutely shameful. https://t.co/hfJ4dqfYxG pic.twitter.com/tqIr9Qlmln

ABC13Houston reporter TJ Parker wrote, “The man accused of stabbing an 80-year-old woman to death on Saturday was out on bond at the time of the murder. Bond for Randy Lewis, 38, was waived back on April 30 for a charge of assaulting a public servant from two years ago.”

Outraged, police union president Joe Gamaldi tore into Harris County District Attorney Kim Ogg, tweeting, “I think it’s time for @kimoggforda to stop hiding in her basement and answer the hard questions about her handling of the Randy Lewis case. Why downgrade his charges? Why did her office fail an innocent 80 year old grandmother? The community and this family deserves answers.”

Reporter Nicole Hensley said in a tweet, “Nearly two weeks before Rosie Cooks was killed, her accused assailant was released from a psychiatric hospital. Officials say he was ordered to stay at a personal care home, but left. The judge hadn’t issued a warrant yet to let police know he was wanted.”

Court records indicate Randy Lewis was found temporarily incompetent after a mental exam in October 2019 & was committed to a mental facility. In March, his stay was extended by a judge for 60 days after a request from the head of the facility. #abc13 https://t.co/FswpPLGn1k
